I think so because i have seen that new sites ranks well in start and go in sandbox after that

ha, since more than two years ago there were so many people argued about this, well, as most people believe, i believe sand box effect does exist, but the accurate answer, only google knows.

Don't think so...
I had never met with sandbox, so for me it does't exists, even from last 2 year rarely any website has been put in sandbox, so there might be chances that now sand box doesn't exists.

It does exist and if your website is linked to those websites which are sand boxed then your site also starts loosing page strength.

If you are asking about Sandbox, yes it do exist.
But if you are talking about new websites ranking good and then getting into sandbox, then its completely wrong. New website are well ranked with the keywords they have in their URL but after sometime its a Google dance you will find. Google takes away these websites way down to go through them. So there is no relation to sandbox and to new websites banned.

Yes it exists. Google temporarily reduces the page rank of new domains, placing it to "sandbox", to check ways how webies attempt to manipulate Google's page ranking by creating lots of inbound links to new site.

If you create spam backlink then google send your site in sand box. Google always look for quality content. Try to follow all google rules and regulation.

Some said its just a theory but just like any other site if your site is new your site will not exist on search engine if you will not optimize your site.

For newcbies to the world of search engines, the barrier can be a sandbox.
Although there is no clear statement about the existence of a sandbox, Google employees have implied it and SEO experts have seen in practice that new sites don't rank high on Google, while on MSN and Yahoo they catch quickly.
For Google, the jailing in the sandbox is on average 6 months. If the new site is doing well all the time, it might be able to get out of the sandbox earlier.

Although it is not confirmed yet, new sites do usually suffer some restriction in performance. They are limited to do well in the SERPs for certain major search terms.
The time of jailing in the sandbox for new sites with new domains is said to be usually 6 months.

It depends on the keywords selected. The hot ones would naturally require some months of time because the newly launched websites and registered domain names require to prove to the Google that they are valuable and of high quality to gain ranks.
