I have never experienced a delay in getting new sites listed providing they have some decent backlinks. However, several sites I have worked with have gone through the same pattern: popped almost immediately into the SERPs then dropped several pages back after few days to a week. Eventually, they came back up after a couple of months. Whether this can be regarded as the infamous "sandbox", I'm not sure, but that's all I have personally seen with new sites.

sandbox is nothing but a restriction that google put on new sites and stops them form doing well in the search engine, to stop spamming and other such malisious practises. its meant to keep the system clean and nothing else.

Sand box is used to avoid spam, for the new site it is very hard for the 6 months, the new site will be under sand box for six months.

Not necessarily so. If you submit your site to Google yes it will almost certainly land up in the sand box however...If you create a site & launch it with links from existing good quality sites you should find the site visible within a few weeks or days.
