The lastest pr update,our site is still 3, i do not know why,in my opinion.the pr is relativity with backlinks,right?
And what will affect pr?Could you tell me?

First of all is the quality of backlinks that you are acquiring, quality means do follow links and high PR pages that is relevant to your site, also the link that you will put should always land into pages that contains PR.

Yes you are right PR depends on back links. But be sure you build good quality links. If you take back links from a high PR page, there will definitely be an increase in your site PR.

PR of any Website is not only depend on backlink.
It depend on many factor.
Backlink and quality of website are main factor on which PR is depend.
PR is depend on Keyword Use in Title Tag,Anchor Text of Inbound Link,Age of Site,Keyword Use in Body Textand many more.

I think content and back links has a big factor and choosing back links must be quality and no focusing on quantity.

Getting back-links which has page rank of at least 1-4 can certainly help increasing your site page rank. I've also experience the same thing, I have a site which has a page rank of 3. It's still Pr3 despite I've been building back-links. I would say keep building quality back-links.
