If you are referring to the way Google finds contents and web addresses on the net, well Google uses a crawler or robot or internet spider which is known as Googlebot and if you check out your hosting logs, you will find the tool visiting your site and server from time to time. When a new content page is added to a site and after a while it appears on Google, in indexed format, it has been accessed by the Google crawling program.
When it comes to making new websites or editing the existing ones, it is essential to make sure they remain easy to reach by people as well as search engines. For example, if you add fresh contents to your site, use text links, sitemaps and even links from other sources to help Google crawler finding and indexing them. XML sitemaps too can help Google crawler finding more sections of your site and indexing them.

Google crawls/navigate throughout the web by links. A website with sitemap and good interlinking structure has better crawl rate.

That's right, the Google automated algorithm or robot returns to each site time by time. The updates or edition all are crawled by Google. That's the reason all webmasters need to provide relevant content etc to make the system work genuinely. Whatever is otherwise goes to Google SandBox.
