hey guys
I am trying to restrategize my local SEO and I want to know what is more important?

1. Submission to Google\Yahoo\Bing locals\ Maps
2. Submission to other major local directories
3. Links from local businesses
4. Citations that include address.
5. Ofcourse onsite content should have local keywords.

this is very rough and dirty but is the order good? another SEO friend of mine things citations are more important than links when it comes to local SEO
