Why not go on page 1

I have several sites promoted for certain keywords and are on page 2 for those words is that although cheie.Problema get as many links to those sites I am interested in them stagnates anchors in page 2.
Say that they are important words are promoted google.ro medium, and when time is 3-4 weeks stagnant rise.
What to do?

Try to build links with variation based anchor texts instead of exact match keyword anchors. That will look more natural and bots will give give preference to it.

Try to get anchor text from articles submission .Though many considered it is useless but two weeks back i submitted anchor keywords in the articles and today my site is PR 2 from 0
