I would say content is king. You have to have good content to attract sites to link to you. Problem arise when you focus only on your content.
If you ignore the part of off site optimization, you will find that only good content will take you a lot of time to see the effect. Why not combine the two?

If you want to get links naturally, you will have to have good content. Then you need to promote them via social media like Facebook and Youtube. Or you can also submit articles to directories.

If you looking for get high pr by placing link on other site or exchanging the link with other then it creates the problem for you. Because it looks like spam. You can't fool google to get high page rank by paying higher money to other sites. Google panelize such website who doing such type of link exchange.

Natural linking refers to a pattern of visible, prominent, naturally occurring links that are the result of website content creators trying to add value to their website.
Natural links:
- Sre surrounded by relevant text
- Include a mixture of anchor text
- Include a combination of homepage and deep links
- Are usually built up slowly over time
- Are from a wide variety of sources
- Have a high ratio of links from subpages
- Are not reciprocal

What ever step you take to get backlinks it must looks natural to the search engines. if you are involved in link exchange then try to collect links from content pages rather going for as usual resource link.

I actually am kind of glad that Google is doing this. I mean after all it should be about the quality of content and not just how many backlinks you have. Anyone can build hunderds of backlinks, but not everyone can create quality and useful content.

All the talk about natural raspberry links but they do not comply. It is important to build links gradually and target links from related niche and with the higher PR. And it is by me the whole science of linkbuilding.

Google prefers what they call “natural links”. A natural link is a link leading to a web page from a web site in a related industry. The link needs to be within the text of the page, like is commonly seen on blogs and news sites. The keyword phrase or variations of the phrase that represent the keyword theme for the receiving page should be used in the hyperlink text.
Natural linking is the type of link that you would typically find when someone writes an article about your web site.

The technique is to use content properly and if people find these interesting enough, they will link to your site naturally and can help you get natural traffic.Keeping the number of unnatural links to a minimum would be a good guideline.
