I'd say the idea of viral is basically that you produce something good and others will recommend it.
This applies of course to website but viral marketing tools are generally things that leave your website to send people back.
Free games, competitions or training programs all work well.
It's important to understand your users and networks but many are really well structured like the aspshareware.org and their PAD system.
