Its a electronic mailing system. Email blast is done with the help of special softwares that may lead to, in fact not a blast but a one-by-one dispatch of the emails but in a sequence.

Yes. I agree. I think you are referring to autoresponders emails.. You can try aweber for this..

you can use a piece of software to send out email to your recipients. But the list should be double optin to make them CAN-SPAM compliance.

1. Carefully - don't send unsolicited emails to people unless you have a good list that you build or bought. Also check with your ISP for a limit on the number of emails that can be sent per hour.

2. Get a good app like Aweber or similar to manage your lists. That's crucial.
