The same rules that apply to promoting Web sites apply to blogs. Use your signature in forums. Publish articles to article directories. Take out an ad at USFreeAds. Publish pages at Squidoo or Hubpages.

That's a start.

Another cheap way is to Trade your link.
Go to other blogs and advertise It yourself, get potential users whom you can make your own advertisers.
