The only effective directory is the Yahoo directory but you have to pay 299 dollars. Otherwise, I don't think it's worth spending too much time on it.

Personally speaking, the time + effort isn't worth it. They take so long to accept the submission that by the time they do, you'll have 100+ backlinks from posting on forums/blogs/twitter

Yes, directory submission is really very helpful what you need to do is to submit different description, this way your all links would be indexed in Google.

Give you a little link juice but they are terrible most of the time as you have to pay them for a link or most of them don't generally publish your submission for a free link. Anyway there are only a few directories that actually carry decent PR, Articles kill them to be fair.

Well it's not a scam if it's free. Whether it'll help or not is another story. Personally, I think it helps a little bit, even if not with rankings, I sometimes get traffic from random directories I didn't even know people used. And if it's a quality, niche-specific directory then it probably will help with rankings.

But I wouldn't waste my time on it. It's not going to get you huge traffic or anything. And backlinks from these types of sites generally are not valued as much, since they're sort of a "free-for-all" type of thing.

Either way, it's not going to hurt you, but your time would better be spent elsewhere.

Directory submission is no more useful in SEO, infact it is hurting now. Google is penalizing the websites having backlinks from premium sites. The backlink must be natural and it has to be from quality sites, not from some web directory having a huge list of links.
