Link to the high PR site gets good back link it is true, but be aware of fake PR.
for that see the crawl page of the site. by using "site:site domain"

You stumped me here... I do this as a business and I have never heard of fake PR. How does someone fake PR?

You can actually fake the SERP results in Google. I wrote a really great article last year about this. It all has to do with Google's use of personalized search. I don't want to share this as I know others will use this to fake search results.
If you understand how personalized search works you should be able to fill in the blanks. But faking PR... That's new to me...

Best links are those coming from high PR sites and placed in the most relevant category.Link diversity is important as well.

Setup Google alerts for your keyword content. This will give you tons of blogs and articles related to your niche. You can comment on many of these articles. Many may be nofollow but you can pick and choose according to PR and relevant content. Its a good place to start your link campaigning.

It helps to get links directly from sources that would be considered trusted seed sites in algorithms like DMOZ, the Yahoo! Directory, and Wikipedia might be considered obvious authorities and trust seed sites.

You can build links by creating a 3rd party hosted websites and posting a link on it... I'm doing so.. About 3 webpages a day and ofcourse social bookmarking submissions...

Yes, you can do this but it requires that your identity be hidden. You must do this on separate servers and you must use a different identity for each site.
The search engines will not reward you for linking to yourself if they can make the connection.

I have your explanation a bit confusing. I build links ever day. I build them with both the search engine and the reader in mind. I incorporate branding and advertising into the link building process and this has worked very well for me.
