Yes, directory submission is very helpful technique.

but NOT two way reciprocal links. I don't recommended two way reciprocal link.

There's a question here about whether submissions to article directories are effective as a back links building strategy. It can be, assuming many articles are accepted and published along with an author box containing links to the site/s being promoted. So the more versions of those articles are accepted and published in many article directories, the more one way back links you have.

The reason you get into article submissions is for the backlinks and for the eventual 'authority' status you get in such directories.
