If we exchange link with high pr , quality and relevant site to us , then it can affect positively on our site reputation. And our site be more reputed as per the quality. But if opposite from this, then it be negative impact of our site.

Relevancy is definitely important when it comes to link building.
As far as link exchange is concerned it is strongly discouraged by Google. Because it is inorganic way of link building. Excessive link exchange can lead to penalties even.

Of course, the very first point of link exchange is relevancy. The more relevant it is, the more likely to get traffic from it. The PR is also important but from a quality backlink point of view relevancy becomes supreme.

Relevant links help strengthen your web site's presence and appears more natural. Google wants links that make sense, and relevancy, makes sense.

If you had a dog theme based site, and you were linking to an auto site, it would make sense and not have much value.

If you get a link from any site its valuable but if you link to relevant sites than you get better traffic and preference form search engines.

A search engine considers the content of the sites to determine the QUALITY of a link. When inbound links to your site come from other sites, and those sites have content related to your site, these inbound links are considered more relevant to your site. If inbound links are found on sites with unrelated content, they are considered less relevant. The higher the relevance of inbound links, the greater their quality.
