It should be mixture of both SEO and content.Keyword density should not be more than 4-6% of total keywords.Total outboundlinks should be less than 130.etc.

content is the most important in seo..If you are doing seo so you should pay more attention on content..Content deals with quality if your quality will be good it will help you out in increasing your site ranking..advertising software are important for doing the seo..

Content is very important for website. The content must be unique, relevancy is must. Keyword should not more 5 percentage.

According to me the thing that comes under picture is Content of the page. As if the content on the page is not good or proper than non of the user will stay on to the website and this can reduce the importance of the site and also the rank of site.
