outsourcing and where to find

I have a client that wants to add many people to their staff. Basically in a nutshell, they want to outsource to people in India and Philipines.

They have asked me to help but I am worried about how it looks when we post for people. Does anyone have any suggestions on how outsourcing should be approached?

I mean I worry about things like:

1. looking racist by asking for people in certain countries
2. looking cheap and snubbing fellow citizens

How do people openly find people without causing a huge backlash?

Try to outsource projects on freelance sites. No hinderance and problems.
