Practice first. Put up some design. Show those around you to see what they make out of it. Design one for yourself. Design samples. Put the samples in directories (folders) in that your site or put them up in free hosts. This will motivate you and serve as references if you do not have clients you have done jobs for.

Don't be in a hurry to start posing around as a web designer. Develop yourself. You will discover that if you do the right things first, when you come out fully you will be choosing which job to do and not to do and even outsource for others.
