Pharmaceutical product registration in Africa

I would like to know details about registering pharmaceutical formulations in Africa. I am exporting from India. Does the importer bear all the registration expenses ?? Because products have to be registered over there before they can be exported.
So sometimes there's a feeling that many importers just ask for registration money and might be fake importers. I was told by someone that the importer has to register products over there from our behalf...
Is it true ?? Can someone help ?
