You can take start from minimum $200 and maximum $5000 as investment in your site. Then add some google ads. You can also add advertisement links portion in your site, it will be a source of huge amount on daily bases.

get to the first page of Google search for your keyword then it will work, traffic will come automatically

Good question - It depend upon your requirement that which type of website you want to launch it. If it is related to any services you need to invest some amount of money. If a blog then the investment might be less. So you can start making website in a very less price. But earning from the same has become difficult nowadays.

It depends on the business type. If you are looking for earn money by using ad network on your website than need to just buy domain and work on that. That is very affordable. I think buying google custom domain expense you just $10.
