Of courses why not.
directory submission is an Off page SEO task which is done for link building but only directory submission is not enough you have do all task like Article, P.R., S.B., Blog etc...then only you will able to get enough back link
Along with this On page is also there to do for getting traffic.

The short answer is yes... the long answer is, yes it is helpful if you don't submit your site to shady directories which could get you in trouble or not do you any good to say the least...

I do not think directory submissions can improve traffic. Directory submissions mainly used for getting backlinks.
