I'd go the other way. Most of the directory sites I've come across are already de-indexed or have lost a significant amount of value. So, you have to be careful of this strategy. Make sure that you only submit to those established and high ranking directories.

Yes! The advice is right. Keep your website miles away from those websites. They tend to do more harm than any good.
