Pagerank depends on quality backlinks and and what can be more effective than directory submission. Directory submission is an effective link building technique which enables your website to be found by the search engines and improve your visibility. Finding the right web directory sites and submitting your website to web directories can be a time-consuming process but worth an effort. Getting thousand links from junk directories will do you no good and Google may drop such crappy backlinks but even a single link from directories like Yahoo or DMOZ is worth it.
Why are you so worried about Pagerank? Google considers more than 200+ factors while determining rankings so you need not get obsessed with PR. Go for directory submissions which will get you credible backlinks and boost your SERP.

Page ranks improve or depends upon the number of backlinks you have for your website. Directory submission is effective way of getting these backlinks so i think it will help in improving the page rank... .cheers..
