Why many to many relationships are not directly applicable in database?

you can apply many to many relationship in a database, let say you have a table students and a table teachers, in a university environment many teachers teach many students. in a database both the primary keys of each table will act as foreign key to the other table.

We can apply many to many relation to the tables in databases because in a database both the primary keys of each table will act as foreign key to the other table.

sometimes a single fact can join to multiple dimension members. In relational database terminology, this is referred to as a many-to-many relationship. For example, a customer may have multiple reasons for making a purchase, and a purchase reason can be associated with multiple purchases. A join table is used to define the sales reasons that relate to each purchase. A Sales Reason dimension constructed from such relationships would then have multiple members that relate to a single sales transaction. Many-to-many dimensions expand the dimensional model beyond the classic star schema and support complex analytics when dimensions are not directly related to a fact table.

Yes, I think many to many relationships are directly applicable in a database. One data of a database is the primary key of its own database but acts as the foreign key of another database.
