MySQL and Oracle do not play in the same category ...
Oracle is a super heavy, and MySql welterweight ...
Oracle is used for the design of information systems and My SQL is oriented to web applications ...
Each database is a leader in its scope ...

mysql for small and meduim scale project,

oracle for large scale and more secure data.

mysql is free
oracle is not.

Oracle
$36,000 per processor for Enterprise Edition + optional $8,000 for support and software updates

$5,000 per processor for Standard Edition + optional $1,100 for support and software updates


MySQL
Free to download

$500 for a commercial license + optional $1,500-$62,000 for different levels of support

I think it would be MYSQL one. They are too available for PHP and their other programming language. Also oracle is not bad at almost if you have to large amount of database to query or executed.
