Windows XP Recovery Console?

Can anyone please give me more information on Windows XP Recovery Console? How it work on getting error? I have tried it two times on getting error "hal.dll not found or something like this" and windows xp don't boot just get restart. I have to install freshly. I need information if this happen once again I should able to recover my pc.
