Expression Engine CMS

I am having problems getting set up with Engine Expression CMS. They have a list of designers specifically for EE, but can't you just have html/xhtml/css coded and intergrated with EE. Do I need to purchase the commercial license or will developer use his own version.

Any help would be appreciated!
