For a small site, go for Wordpress.
For a large site, go for Joomla
For a huge site with multiple server support, go for Drupal
case solved

Think that there is no best ever...
The choice of CMS depends on your personal needs...

For small to medium sites, WordPress for sure. Even some large corporations use it...

However, larger sites and community-driven ones might benefit from Drupal/Joomla's added features.
