what kind of affiliate program do you mean? can you provide more details? We have tons of great programs in dating/edu/credit report/insurance/email submit and so on.

look up clickbank or paydotcom youl will find all kind's of affiliate programs there, just make sure you do a bit of research and that people want to buy those products before you go and spend money in promoting any affiliate program

If talk about the first as well as foremost devoted affiliate program on Internet, then I think it should be a Forex affiliate programs,these programs are associated with best Forex traders and they will huge commission to their affiliates.

There are lots out there. I would recommend doing your research though to find the one most relevant to your niche. You want one that supports their affiliates not just gets a link from you then leave you to it.
While I agree there isn't a "best affiliate program," there is a way to find what is best for your site.
With affiliate marketing, many people choose Google because it is a trusted company and it is easy to set up. You can have affiliate links up and running in just minutes, provided you understand basic HTML code. If you are going for ease of use, Google is a great way to go. They have context related ads that will peak your visitors curiosity and generate some clicks along the way.
I have found many affiliate partnerships for my sites, mostly through 1. my trust of the company I will be working with and 2. the context of the site I am building. For example, with my dollar store site, I chose Ebay as an affiliate (go to ebay's home page and click on "affiliates" link located at the bottom of the page) because they sell many items under $1.00 and the theme of their site matches mine. However, with Ebay, I did have to do a lot of programming to get the results I wanted on my site (but they do also have very easy ways to post ads on your site as well).

Programs Excluding Certain States
Is there a site, or forum, or thread, that has up-to-date lists of affiliate programs that are EXCLUDING webmasters from particular states in the USA,, especially Pennsylvania?
PA recently revised interpretation of its sales & use tax code in order to give taxing nexus to companies receiving sales referred from affiliates located within PA. Some responded by dropping or not accepting PA affiliates. Is there a comprehensive source of such info? (Note: at the end of Jan'12, PA delayed its implementation to Sep'12, but some pgms had already begun dropping affiliates.)

If you don't want to sign up with the affiliates then you can look for affiliate who are providing good commission and even they have good presence on the internet so that you don't have to do much marketing for them.

For digital products, clickbank is my favorite because of the wide variety. As for physical products i would go with Amazon because they sell just about EVERYTHING.

I use shareasale and gooffers. Shareasale has more than 3000 good affiliate programs. You may try it.
