Hi,
It depends on what you want to promote. You can find countless affiliate programs to promote on affiliate networks linke CJ, RevenueGateway LinkShare, ClickBank, ShareSale and many more.
A website is not necessary to do affiliate marketing. There are other ways to do AM without the website. However, it is recommended that you should build a website because you will have control over what you do .

It is best to find sites that are in your niche.
Use google, put in affiliate and a keyword related to your site.
Pick complimentary services, a flower shop might put gift basket affiliate links for example....

In addition to affiliate marketing through a website, you can also do it through e-mail. Just put links to a program in e-mails you send out.

There is no hard and fast rule that one affiliate program will work for all. You should check out your interests and niche markets and then tap various resources before settling on the best program for you. It is time consuming but at the end it will be worth the effort

There's no compulsion to have a website for affiliate marketing but this is highly advisable because of its long term benefits.

I think there are thousands of potential affiliate projects which could be regarded as the best and ultimate solutions. It depends on the type of website you are managing and also the keywords targeted. As an example, if your website is about domain registration, joining some referral programs about some health related products might not bring you a lot of cash but using some commission based domain reselling packs could be wonderful.

It depends on your marketing strategies and your site. Affiliate programs. It can take quite a while before your affiliate programs start making a profit for you, which is why you have to be patient and just wait for the money to come in, as you make adjustments along the way to maximize your profit.

Can't really say what is the best affiliate program as they are all different with different people. For example, one program may work very well for me, but may not work well for others. It depends on the quality of your website/markerting efforts, it depends on how you go about promoting them, etc.
Personally I do like Adsense though, it's quite easily to use and don't have to sell anything to make money.
For selling things though, I prefer to work with the networks and then occassionally work with some individual in house affiliate programs aswell.
