James if you are saying over optimization in the sense that you have done keyword stuffing than it is surely going down because of that, as it is considered as spamming now as per the Penguin update. I know its surely very hard to remove all the links from off Page SEO but i recommend you to:
1. Revise your on-page content and make sure that it is not plagiarized or is not overly optimized.
2. Start focusing on Social Media, like going with social networking as well as bookmarking websites, as it not only allows you to get good amount of traffic, but it would also allow you to get some of the good and high PR back links.
Try all that, it will surely help you to get good search engine rankings, but you need to do all that quickly, as wasting time is not an option for you.
