Its really 100% effective posting reply with signature on some high PR page( only high PR page) will give you a backlink from a page. And it will definitely effect your website.

We have no control on who links to us. Do we get penalized for bad back links?

Yeah, it is effective way when you are posting replies with the signature in the forums. When any user reads your reply and he/she likes it and click on your signature, it will consider as a backlink. It will help to increase the visibility of your website.

Yes quality backlinks are more effective in forum posting. It is very helpful to high traffic to the site.

Quality backlinks are a given. My question was what determines a good link? What determines a bad link? Where is that cut off where you should link and not link?

For example, I just bought a domain name. For now, it is just a domain name with no content. This domain name's genre is not relevant to my other website's domain name's genre. Since I own them both, I can freely link both ways.

Should I activate a website with the new domain name and link to websites with irrelevant genres? Will Google punish me for this? We will not know Google's policy, but has anyone have experience in this?

I am agreed but still i say that after launching penguin it is required that one should not indulge in spamming activities particularly in keyword stuffing.

Not all forum links. Some forums which are more spammed by users backlinks from such forum can even down your ranking

I think Google realizes that there is nothing you can do about many links to your site. I do not believe links to your site can hurt your ranking much. What you are linking to is another story. Posting from questionable sites, including spammed forums is a waste of time at best.

good links are relevant links and quality links while bad links are irrelevant links.
