Partial approval in adsense?

In these days when a new adsenes account is applied why they start from a partial review and send websites for full review for approving or rejecting a new account?

You have to wait for full approval. Then you can add adsense ads in your website

Sometimes the full approval /denial never happens after the specified days. Try reapplying again and then it may get approved fully within a day.

Well, its very simple just make sure your site is built according to google guidelines, with privacy policy etc. and have enough high quality content that is about 15+ posts.
Then you apply, for me they replied by email the next day and told me i can now login to copy adsense code and place it on my site for step 2 of the review process.
After pasting the code, the next day ads started appearing on my site(that was 31 Nov). So it's that simple.
