It depends on how well you were showing up and bringing in traffic for the keywords in the original title tag. If say you were showing up for "human rights lawyer" then by removing those words from the title you may see a change for that particular phrase. In that case use this phrase on another appropriate page with content about "human rights lawyer" if this phrase is one of your important keyword phrases. The most important thing to do is keyword research and decide which phrases should be used on specific pages as people have mentioned already. In the past if a client has good results for phrases that are already in place I work around the phrase already in place and add more to the title tag if those original keywords still accurately reflect what the content of the page is about.
