Being in the sandbox is usually temporary - albeit it can be for a long time but temporary nonetheless.
In any case, to comment on your question, I wondered, too, about the BH techniques. They must work short term if people are using them. But what happens long term? If google is tracking everyone's business and they know what people are doing, couldn't they long term just ban all sites from the same person or company?

You know, when I thought about it some more I did mix it up. The sandbox is where their site starts out before it is indexed, etc., and getting banned is just that, getting banned. Getting banned is the subject I was going for.
As for the question of banning all sites from one company, I guess if Google wanted to they could ban all sites from a certain IP, but that would be easy enough to get around for someone with experience.
