Default SEO onsite services charges

I have recently started a shop online, although I am an expert on the products I sell, I am a complete novice on SEO.
My first big mistake was the shopping platform which I am now changing at the same time that I am building a new website accordingly to SEO with the help of a `friend´ `specialised´ on SEO

My problem is that my `friend´ is charging 1500 pounds ( he says this is half of what he should be charging me ) plus discretionary bonus, for the following;

Supply guide for page layout and list of recommended items on 4 main pages:
Review page designs
Page design review and approval
Page functionality
SEO specifications
Brief Programmers
Manage process of Programming
Testing and go-live
Search term review
Copy and metatag guidelines
Review copy and metatags and upload

Plus he has done a review of my website based on a document that was produced for a different website

Is this mot too much money for this job?? I would really appreciate some of your experience advise.
