Yes thats true. Filing an online case is quite a long shot. Check the FBI Internet Crime Complaint website:

Check "ic3.gov" at google.

Still, is better to try filling it, than nothing. For surely there will be laws in the near future that will be emerging, as a consequence of online crimes.
