That all depends on how it is set-up, keywords and all. For example if you google "make yourself famous" you'll see my name and KCPA-TV several times in the top 10. If you google "temporary webmaster" my name shows up in the top 5, often #1. Yahoo will put me also highly in "make yourself famous" but not yet on temorary webmaster. All of this says I "may" know a little about what you're asking.
Fees of course depends upon how much competition you have and how many pages need working on. It's difficult to put a flat rate on SEO work because one never knows who the competition is. Then, there's the part about remaining "King of The Hill" once you get there. People always want to knock down the leader of the pack, so you'll be changing your coding in order to keep up.
Finding good paying keywords and writing around them is my recommendation, for what it's worth.
