Paypal is not the one who chargebacks the original charge. The bank who holds the credit card is the decision maker based on their client. Their client is the guy or gal requesting the chargeback so basically the bank does not care what you say or what paypal has to say.

They must look after their own customers' interests.

Further, even if a person writes he or she accepted the goods does not mean anything. The scam artists who have stolen cc and hijacked paypal accounts every day will write anything.

It still does not mean the real owner accepted anything.
