Making the ads stick out could be your problem, it may not be, but maybe it would be best to test your ads with them blended into your sites content to see if the CTR increases then.

Blending in means making the links and text the same color as your sites color including the background color of the Adsense ad the same color as your websites background that it's placed on.

Also your position of your ads may need to be look into aswell. If you have them in a bad position on your website, then that can cause a major difference in CTR.

Another thing is, if it's a games website, then image ads may perform better than text ads, this is then different to a business type of site where text ads may perform better than image ads.

The number of ads on each page of your website is another thing you should look into, that can make a difference to your CTR also.

Realistically when aiming to get the most out of your ads, it's always best to test them a good amount of times in different locations, colors, etc. before your satisfied with your earnings from them. Sometimes though, no matter how much you change your ads position, colors, etc. you may not get what you want from them, but you have to just put up with it or try a different ad network.
