I am not an expert in ppc advertising but I would think that if you fine tune your campaign properly, it can only help. But the other thing I was thinking, what do you consider "high impressions".
For instance, if a product has a conversion rate of 1 in 600 or 1 in 1000, then maybe your impressions are not that high. Check with the affiliate program manager and find out what the rate is for other affiliates. Could be, you just need to hang on.
