I'd say as far as freebies go, Paint.NET and the GIMP are the best out there. I haven't tried the latest version of the GIMP, but the one I tried several years ago was full of glitches...I couldn't get it to work for more than 10 minutes without freezing. I thought Paint.NET was pretty good. It's fairly fast and has a good amount of effects. Both Paint.NET and the GIMP support layers. Nothing can compare to what Photoshop can do, but I'd say give these two a try if you want to work with a freebie prog, and like jmul7 said, "steer clear of MS Paint!".
